For Shorts, TikTok and Reels
YouTube Create's music rule matters: tracks from the Shorts Audio Library are removed if you export a video longer than 15 seconds. To keep licensed music up to 60 seconds, you must upload straight to YouTube from the app. That ties it to YouTube. VN exports a normal file you can post to TikTok, Reels and Shorts.
