The short version
Offline Captions adds animated word-by-word captions to Reels, Shorts and TikToks on your own computer. The speech model runs locally, so videos are not uploaded and there is no account. When you correct a word, the app remembers the fix for later videos. It exports MP4 and SRT files. The desktop app is for Windows now, with Mac announced as coming, and there is a free browser version for clips up to 5 minutes.
